Cement City is a small town in the Michi region. It formerly enjoyed a rich economy through operations of the Full Moon over the Peninsula ?Portland? Cement Company. Responsible for much exploitation of the nearby lakes and dropping soot on much of the land, the plant was shutdown decades ago and currently stands in disrepair, haunted by many Ghost and Poison Pokemon.
There is a Ghost expert here who studies the Ghost Pokemon as they wonder around the plant.
